Windows 7 is not booting up properly.?

Whenever I turn on the computer all it leads me to is the part that says windows 7 and under it it says starting but, if you look close to it I see lines (vertical) on the starting or loading part. Also I can run the computer on safe mode but it is only on safe mode where it allows me to get on the user page where I login. Did that system restore to earlier time and still does not work. I asked my little sister what she downloaded and I believe she downloaded a virus. We do not have a recovery cd parents misplaced it. I did delete a bunch of programs but still no luck. Any Ideas?
