Does all this mean I'm hired?

I had an interview today for a job I applied for. The hiring manager asked me questions about different situations. After he was done asking me the questions, he said "I guess we'll give you a shot." Then he gave me a packet of paperwork i had to fill out that had me fill out hours I could work, whether I submitted to a background check, a drug test, blah blah blah and on several of the papers said "New Hire" on them. The hiring manager had managed to misplace my original application, so I had to fill out another one. He had told me that it would take a couple weeks for the hiring thing to go through... does this mean I'm hired? I've been told it does but I'm so... unsure about it.
