My sons school isn't following his IEP?

My 14 year old son is practically failing out of the 8th grade because the IEP that was agreed upon at our last review is not being followed. He isn't getting after school help twice a week, and they are supposed to not allow him on the bus on those two days. He has 2 classes that are intended for helping him get organized and turn in work that he may have "misplaced" or "forgot" to turn in to his teachers, yet he is failing 2 classes and only has 2 weeks left of school. I still do not have a written copy of his IEP from the meeting which happened April. Is there anything I can do or place I can go to get some help with the school?
